Summary of HB 487 - Gambling Legislation
by Judy Craft of
Stop Predatory Gambling Georgia

I wanted to get out a report on our issue, HB 487 and let you know we will be staying in contact on gambling issues. Thank you all for the phone calls, emails and lists that you forwarded to others to try to stop HB 487. Our group asked that more time be given to look for better solutions and also to limit the power of the Ga. Lottery Commission and the appointed new commission. That did not happen. The final conference committee report was 39 yeas and 12 nays with 5 not voting.

HB 487 was introduced only two weeks before crossover day and rushed though by design. Only the senate had a healthy 3 hour debate. In the end, it was the Governor’s legislation and a top priority for him and had other endorsements such as the GBI, the GMA, and the ACCG. It’s tough to stand against those endorsements but we had some great men and women who did.

The first thing we need to do is THANK THESE SENATORS AND REPRESENTATIVES for standing against what we believe will lead to the expansion of gambling in Georgia. Please send out to your lists if you wish and send emails thanking them.

The following Senators voted NO on HB 487:

Barry.loudermilk@senate.ga.gov
Josh.mckoon@senate.ga.gov
Renee.Unterman@senate.ga.gov
Tommie.williams@senate.ga.gov

The following Representatives voted NO on HB 487:

Barry.fleming@house.ga.gov
Charles.gregory@house.ga.gov
Earnest.smith@house.ga.gov

For your information, Stop Predatory Gambling Georgia – Leadership team requested a meeting with Gov.Deal to discuss our concerns. We were told that since he was on the same page as we are about gambling, we could have a 5 minute photo op. We did on Feb. 14 and gave him a packet of materials including the Senate Study Committee Reports on Horse Racing and Pari-mutuel Betting. He missed a very good opportunity to explain his legislation and listen to our input. The Governor says he does not get involved with the issues, but we did not find that to be the case.

The next challenge will be HORSE RACING AND PARI-MUTUEL BETTING. Legislation has been introduced by Rep. Harry Geisinger and Senator Curt Thompson calling for a constitutional amendment of the 2014 ballot letting the people decide. We will keep you updated on this and we will oppose this.

Thanks again for all you did. It has not been in vain. It helps us be better prepared for what is coming and it raised many good issues. We believe that as a result, we did get a better conference committee report, some degree of local control and hopefully, there will be more of an effort to enforce the law.
